The Tennessee Technology Center at Whiteville is one of 46 institutions in the Tennessee Board of Regents System, the seventh largest system of higher education in the nation.  The Tennessee Board of Regents is the governing board of this system, which is comprised of 6 Universities, 13 Community Colleges, and 27 Technology Centers.  The TBR system enrolls more than 80% of all Tennessee students attending public institutions of higher education.

This catalog has been prepared to provide information about education, training opportunities, and policies and procedures at the Tennessee Technology Center at Whiteville. It is designed to serve as a guide for prospective students, parents, guidance counselors, and others who are interested in and seeking training for employment.

Calendar of Operations

 

The Tennessee Technology Center at Whiteville/Brownsville operates on a year-round basis, dismissing only for observance of legal holidays, teacher in-services, trimester breaks, or student vacation days.

Full-Time classes are schedules five days a week, six hours per day.  Part-Time class schedules will vary according to local needs.

Policy Statement

The course offerings and requirements of the Technology Center at Whiteville are continually under examination and revision.  This Student Handbook presents policies, procedures, and requirements in effect at the time of publication, but there is no guarantee that they will not be changed or revoked.  However, adequate and reasonable notice will be given to students affected by any changes. 

 

This Student Handbook is not included to state contractual terms and does not constitute a contract between the student and the institution.

 

The Tennessee Technology Center at Whiteville reserves the right to make changes as required in course offerings, curricula, academic policies and other rules and regulations affecting students to be effective whenever determined by the Technology Center.  These changes will govern current and formerly enrolled students.  Enrollment of all students is subject to these conditions.

The Tennessee Technology Center at Whiteville provides the opportunity for students to increase their knowledge by providing programs of instruction in the various disciplines and programs through faculty, who in the opinion of the Tennessee Technology Center, are qualified for teaching at this level.  However, the acquisition of knowledge by any student is also contingent upon the student’s desire to learn and his or her application of appropriate study techniques to any course or program. Thus, the Tennessee Technology Center at Whiteville must necessarily limit representation of student preparedness in any field of study to that competency demonstrated at that specific point in time at which appropriate academic measurements were taken to certify course or program completion.      

 

History

The Tennessee Technology Center at Whiteville was founded in 1975 by the State Board of Education. Along with 26 other Area Vocational Technical Schools across Tennessee, the Center was legislatively transferred from the Board of Education to the Tennessee Board of Regents in 1984.

 

Initial program offerings at the Tennessee Technology Center at Whiteville included Appliance Repair, Auto Mechanics, Office Occupations, Welding, Drafting, and General Building Trades. Practical Nursing and Food Services were added during the following year.

 

A new wing was built in 1996, providing new facilities for the Practical Nursing program and the Adult Education program. An addition to that wing was completed in 2002, providing space for a multi-purpose room and a Learning Resource Center. Renovations during this construction project connected the two separate buildings with a glassed-in walkway, provided for new ceilings and lights in classrooms and offices, installed heating and air conditioning in the shop areas, and remodeled the student center.

 

In July 2003, City of Brownsville Mayor Webb Banks and a group of local community leaders officially proposed the idea of a Technology Center Campus in Brownsville.   

 

The first programs offered at the Brownsville Campus were Machine Tool Technology and Practical Nursing with the enrollment of the first students during the Fall Term, 2006.  A Computer Lab was also built and equipped during the initial construction phase.

Mission

 The Mission of the Tennessee Technology Center at Whiteville is to be the premier provider of workforce development in Hardeman, Haywood, and Fayette counties.

 

This mission is fulfilled by:

·         Providing competency-based training through traditional and distance learning instructional delivery systems of the highest quality that will qualify individuals for employment and/or advancement in jobs.

·         Providing high quality training and retraining of employed workers.

·         Providing high quality training that is economical and accessible to all residents of the area, thereby contributing to the economic and community development of the communities we serve.

 

Philosophy

The philosophy of Tennessee Technology Center at Whiteville is that occupational education should be a balanced program of studies and work experiences with a common objective of producing employable and competent workers. The Tennessee Technology Center at Whiteville believes that all eligible citizens should have the privilege and opportunity of setting and realizing their occupational goals.  This Center is dedicated to providing a means for those citizens to achieve those goals.  One of the ways in which Tennessee Technology Center at Whiteville can help its students to achieve their goals is through individualized training.

 

Purpose

The purpose of the institution was mandated by the legislation of the State of Tennessee and the Tennessee Board of Regents has the responsibility for its implementation.

 

The primary purpose of the Tennessee Technology Center at Whiteville is to meet, more adequately, the occupational and technical needs of citizens and residents of this area, including employees of existing and prospective industries and businesses of the state.

 

The main purposes of the Center are to train, upgrade, or retrain individuals according to the above stated philosophy.

The Assistant Director is the designated Affirmative Action and Equal Employment Opportunity Officer.

Campus Communication and Tennessee Board of Regents’ Policies

A copy of the Tennessee Board of Regents Policies, Board Meeting Minutes, and the Chancellor’s Interim Report is located in the Office of the Administration and are available at any time for review by students.  While every effort is made to provide current and accurate information, these regulations are subject to change at any time by the Tennessee Technology Center at Whiteville or the Tennessee Board of Regents.

 

Special Facilities/Accommodations for Disabled Persons

It is the policy of the Tennessee Technology Center at Whiteville to provide facilities that are accessible to the disabled.  These facilities include, but are not limited to, curb cuts, restrooms, parking, water fountains, entranceways, and classroom tables as needed.  It is also the Center’s policy to eliminate any physical barriers that may exist because of special situations that disabled persons may encounter.

 

The Tennessee Technology Center at Whiteville does not discriminate on the basis of disability in the admission and access to training programs, services, and employment.  The Center has adopted an internal grievance procedure providing for prompt and equitable resolution of complaints alleging any action prohibited by the U.S. Department of Justice regulations implementing Title II of the Americans with Disabilities Act.  Title II of the Act states in part that no otherwise qualified disabled individual shall, solely by reason of such disability, be excluded from the participation in or be denied the benefits of our training programs. Reasonable accommodations are made to facilitate training for disabled persons. Any ADA complaints should be directed to the Assistant Director, who is also ADA Coordinator for the Center.

 

It is the responsibility of the student to seek available assistance at the Center and to make his/her needs known.

 

Public Law (93-980) Privacy Rights Act (FERPA)

The Tennessee Technology Center at Whiteville follows the guidelines developed by the Department of Health, Education, and Welfare regarding the privacy rights of parents and students.  Access to official records is provided to students and parents of dependent students as they relate to them, and limits dissemination of personal identifiable information without the student’s consent.  Policies concerning dissemination of student records may be obtained in the Student Services office upon request to the Assistant Director.  A copy of the policy may be obtained upon request.

 

The Tennessee Technology Center at Whiteville may disclose directory information to any person requesting such information without the consent of the student.  Information considered directory information should be limited to the following:

 

Name and address

Date and place of birth

Phone numbers

Major field of study

Dates of attendance

Degrees and awards received

Most recent previous educational institution attended

 

Students have the right to refuse disclosure of all or any part of the designated directory information listed above. A request should be submitted in writing to the Student Records Coordinator, and it should specify the directory information not to be released.

 

Release of any other information must be specifically requested by the student using a signed consent form as directed in the Tennessee Technology Center at Whiteville’s policies, except as indicated below.

 

It is the policy of the Center to forward educational records on request to an institution in which a student seeks or intends to enroll and to other governmental agencies.

 

School officials and representatives of agencies providing financial assistance have access to student records and may obtain information without the student’s permission.

 

The Gramm-Bliley-Leach Information Security Act outlines requirements for educational institutions in regards to protecting confidential student information. A detailed plan for the safeguarding of this information has been developed and can be reviewed-upon request. The Assistant Director is the plan coordinator.

 

Student Services

The Student Service Department is maintained for the benefit of applicants, students, and graduates to provide the following services:

 

·        Educational

Student Services staff assists the applicant in selecting an area of training and assists the student with Technology Center problems after enrollment.

 

·        Personal Counseling

The staff also provides individual counseling services for those who are experiencing personal, academic, attitudinal, or financial problems.

 

·        Job Placement

Student Services personnel will assist the student and the program instructor in finding employment upon completion of training. Job placement of graduates is a shared responsibility of the student, the instructor and the Student Services Department. Placement of graduates is a primary concern of the Technology Center.

 

·        Follow-Up

All graduates are requested to keep the Center informed as to their employment and changes in employment.  Follow-up forms are sent to former students at various times.  These should be completed and returned to the Center, as this information is very important.

 

·        Student Insurance

At the time of registration, each student will be furnished information regarding the purchase of student accident insurance through a carrier approved by the Tennessee Board of Regents.  All students are encouraged to purchase this insurance, especially those that will be working in shop situations and will be exposed to potentially dangerous materials and equipment. Policy information is available in the Student Services Office.

 

 

Information for Veterans

All full-time training programs at the Tennessee Technology Center at Whiteville (excluding on-line courses) are approved for Veterans Administration benefits.  A veteran should confer with the Admissions/Records Clerk prior to filing for VA benefits or inquire about VA related problems.

VA students are not eligible for cooperative education programs (CO-OPs).  For further information, please call this toll free number 1-888-442-4551.

 

Eligibility for Deferment of Payment of Tuition and Fees by Certain Eligible Students Receiving U.S. Department of Veterans Affairs or Other Governmentally Funded Educational Assistance Benefits

 

Service members, Veterans, and dependents of veterans who are eligible beneficiaries of U.S. Department of Veterans Affairs education benefits or other governmentally funded educational assistance, subject to the conditions and guidelines set forth in Tennessee Code Annotated 49-7-104 as amended, may elect, upon formal application, to defer payment of required tuition and fees until the final day of the term for which the deferment must be made no later than 14 days after the beginning of the term, and the amount of the deferment shall not exceed the total monetary benefits to be received for the term. Students who have been granted deferments are expected to make timely payments on their outstanding tuition and fees balance once education benefits are being delivered, and eligibility for such deferment shall terminate if the student fails to abide by any applicable rule or regulation, or to act in good faith in making timely payments. This notice is published pursuant to Public Chapter 279, Acts of 2003, effective July 1, 2003.

 

Wilder-Naifeh Technical Skills Grant

Military Mobilization of Eligible Students

 

Members of the United States Armed Services, National Guard, or Armed Forces Reserves receiving a Wilder-Naifeh Technical Skills Grant who are mobilized for active duty during a term that is already in progress shall be granted a personal leave of absence (LOA) and shall not have their Wilder-Naifeh Technical Skills Grant eligibility negatively impacted.

 

The hours attempted during the term will not be taken into consideration for purposes of determining future Wilder-Naifeh Technical Skills Grant eligibility.

 

The student’s Wilder-Naifeh Technical Skills Grant eligibility will resume as if no break in enrollment has occurred as long as the student re-enrolls within one year following their return from the mobilization.

 

A student whose spouse, child, father or mother is mobilized for active duty may also request a personal leave of absence.  The same provisions as above will apply in these situations.

 

 The student must provide the Student Services Office a copy of their orders and complete a Leave of Absence request form.

 

For Title IV and Veterans Education Benefits purposes, the LOA will be treated as a withdrawal.  Awards should be recalculated and in some cases, Return of Title IV calculations may be necessary.

 

 

Admissions Requirements

The minimum age for enrollment is seventeen (if applicant has a high school diploma) or eighteen and out of school.

 

The enrollment of high school students requires a special agreement between the Tennessee Board of Regents, the Local Board of Education, and The Tennessee Technology Center at Whiteville.
